Best in D-D Tier only because it has some utility. A lot of people would consider the pea shooter to be a worse starter weapon as well, but the pea shooter would probably place just above the pilot's pistol IMO (at least the spread isn't garbage). At least has respectable dps with reload upgrades, but that's not saying much. Bad for the same reasons the dueling pistol is bad. But aside from synergies, it's almost always better to use your starter gun instead, which essentially gives it no merit.
The only thing it has going for it is a respectable fire rate and not having to reload. Poor damage, terrible spread, and next to no utility. Bouncing shots are done better by pretty much every gun that has bouncing properties, and this gun is even more obsolete if you have bouncy bullets Klobbe can be used to knock enemies into pits and makarov is slightly better than some starter pistols. Derringer at least shoots fast and gets a second shot before reloading.
It's pretty much objectively worse than the derringer, which is already considered to be one of the worst guns. Dueling pistol is probably the worst D-Tier weapon. Also heart items will be classified under B-Tier D Tier Guns Tiers are marked accordingly, so if you only care about top tier items, just scroll all the way down. PS: This is a long post since I'm including every gun/item in each tier. Very good synergies are taken into account, but have very little effect on the placement of a weapon simply because synergies are inconsistent and cannot be relied on (however those which can be gotten consistently are more likely to be a larger factor) Versatility, niche ability and how well a gun does its job (i.e how well does it kill bosses/clear rooms) I might miss some guns, and based on discussion, this is definitely subject to change.
